About the Role
Catshill and North Marlbrook Parish Council (serving a population of around 6,700 residents) is seeking to appoint a motivated and organised Parish Clerk and Responsible Financial Officer to support the work of its seven councillors.
The Clerk is the Council’s principal executive officer and adviser, responsible for ensuring that the Council conducts its business lawfully, efficiently, and in accordance with statutory requirements. As Responsible Financial Officer (RFO), you will manage the Council’s finances, including preparing budgets, maintaining accounts, and supporting the annual audit process.
Key Responsibilities
- Prepare agendas, attend meetings, and produce accurate minutes.
- Advise councillors on legal, procedural, and policy matters.
- Manage the Council’s finances, including budgeting, payments, and financial reporting.
- Maintain records, statutory documents, and the Council’s website.
- Liaise with residents, contractors, and partner organisations.
- Support delivery of parish projects and community initiatives.
About You
The ideal candidate will be:
- Self-motivated, well-organised, and able to work independently.
- Experienced in administration and/or financial management.
- Confident in using IT systems including Microsoft Office and online tools.
- Familiar with local government procedures (desirable but not essential).
Holding or working towards the Certificate in Local Council Administration (CiLCA) is desirable, though training and support will be provided for the right candidate.
Meetings
The Parish Council meets at 7pm on the last Thursday of each month, except August and December. Attendance at these meetings is required.
