The National Training Strategy (NTS) represents a national commitment to training in the local council sector shared by national, regional and local stakeholder organisations. The purpose of the Strategy is to offer training to councils in order for them to make the most of their role and carry out their duties more easily.

Councillors have standards! We have the Nolan Principles and now we have a new Code of Conduct recommended for adoption by the Local Government Association. The WorcsCALC training session on this subject explores the reason for the Code and the expectations upon councils and their members. The Principles of Public Life will be identified along with the statutory duties imposed by the Localism Act 2011. This training session also provides an appreciation of the rules that govern councillors' behaviour and outlines how to avoid accusations of wrongdoing.
Accessible to all councillors whether new or well-seasoned! With the introduction of the new national code, this is an opportunity to ensure proper practices are in place and to maintain your own and your council's standards.

We need more Internal Auditors!
It appears that it has become increasingly difficult to appoint internal auditors for small to medium-sized parishes around the counties.
However, we have a fantastic resource of people who know all about what an internal auditor should do because they see it from the other side in their role as a Clerk.
If you are an experienced Clerk (having completed at least three years of year ends) and are either CiLCA qualified or are working on CiLCA, Internal Audit can be a great string to your bow – and it might help with your own procedures too!

All parish and town councils must adopt a Code of Conduct that sets out the standards expected of members. The Local Government Association recently produced a model code that has been adopted across most of the country, including by Worcestershire’s county and district councils. It is recommended that all the county’s parish and town councils do the same.
From the introduction to the model Code:
“The role of councillors across all tiers of local government is a vital part of our country’s system of democracy. It is important that as councillors we can be held accountable, and all adopt the behaviours and responsibilities associated with the role. Our conduct as an individual councillor affects the reputation of all councillors. We want the role of councillors to be one that people aspire to. We also want individuals from a range of backgrounds and circumstances to be putting themselves forward to become councillors.
As councillors, we represent local residents, work to develop better services and deliver local change. The public have high expectations of us and entrust us to represent our area, taking decisions fairly, openly, and transparently. We have both an individual and collective responsibility to meet these expectations by maintaining high standards and demonstrating good conduct, and by challenging behaviour which falls below expectations.
Importantly, we should be able to undertake our role as a councillor without being intimidated, abused, bullied, or threatened by anyone, including the general public.
This code has been designed to protect our democratic role, encourage good conduct and safeguard the public’s trust in local government.”
This session will identify the requirements of the Code and what it means in practice. We shall have a quiz to test your knowledge on when to declare and when not to declare. The handout will be sent out in advance so there is plenty of time to look up the answers, although there won’t be any prizes active participation is a must!

The Code of Conduct and corresponding guidance sets out the minimum standards of behaviour expected. It is designed to encourage councillors to model the high standards expected, to be mutually respectful even if they have personal or political differences, to provide a personal check and balance, and to set out the type of conduct that could lead to complaints being made of behaviour falling below the standards expected of councillors and in breach of the code.
It is also to protect councillors, the public, local authority officers and the reputation of the local government. Find out how this works in practice.
