Code of Conduct for Councillors
The Code of Conduct and corresponding guidance sets out the minimum standards of behaviour expected. It is designed to encourage councillors to model the high standards expected, to be mutually respectful even if they have personal or political differences, to provide a personal check and balance, and to set out the type of conduct that could lead to complaints being made of behaviour falling below the standards expected of councillors and in breach of the code.
It is also to protect councillors, the public, local authority officers and the reputation of the local government. Find out how this works in practice.

Come to understand
- the reasons for members’ standards
- why the council has adopted a code of conduct
- the standards expected of council members
- the meaning of ‘interests’ and how to register and declare them
- what to do in meetings when there is a conflict of interest
- what might happen when things go wrong!

Ruth Mullett ruth@worcscalc.org.uk 07967 501943 Ruth has been a Parish Clerk since 2007 when she joined Hunnington Parish Council in Worcestershire and the previous year taking on Romsley the adjacent parish. She is also locum for Worcestershire CALC, as well as undertaking various other locum roles in the past .Ruth is Associate Trainer for Worcestershire CALC and Warwickshire CALC and a member of the Internal Audit Team. She is passionate about local government and the parishes she is clerk to, as the first tier of local government it is wonderful to see what a difference can be made in our communities. She is also a member of the Society of Local Council Clerks and has been elected to represent Worcestershire on their Forum. Ruth is CiLCA qualified and has obtained a First Class Level 6 BA Hons Degree in Community Governance in partnership with the SLCC and De Montfort University.
