This session will focus on budgets, internal controls, risks and audits.

For those intending to complete the CiLCA qualification

this session is particulary relevant to LO's: 16, 20, 24, 29

Open only to Member Clerks and Council Officers.

Each session is stand alone and can be taken in any order.

The session will cover

  • Review preparation of budgets and appreciate the relationship with the precept calculation. Identify precept procedure and calculate its impact on council taxpayers.

  • Review of Annual Governance Statement and the accounting statements required for the annual audit. Put into context with relevant Transparency Code.

  • Identify the council’s internal controls and how they cross reference the 3 governing documents – SO’s, FR’s and C of C.

  • Identify the risks facing the council; review the council’s Risk Management Policy and prepare to carry out risk management & assessment procedures.

  • Review appointment of independent internal auditor and the work they are expected to do
