The clear requirement is for local councils to play an effective role in both influencing planning policies that affect them as local plans are developed at larger scales and in shorter timescales (particularly in County Unitaries) and also for them to engage robustly as local representatives as planning applications come forward.
How to turn some of this into useful training that helps the current and future situation?

Lee is the Director of Pellegram Ltd having joined the business in 2021 after a 33 years’ career in planning and environmental consultancy. Lee has worked as a freelance policy consultant, as an elected town and district councillor, in policy/communications working for local government with central government, as a strategic planner in London and as a civil servant working on rural development issues. Lee directs all support provided by the company to the town and parish councils including Neighbourhood Plans, plan reviews, local plan representations and parish council responses to planning applications.
Lee is currently working with town and parish councils who face a range of challenges based on their size, location and external planning pressures. He helps local neighbourhood plan groups to set a vision and objectives to meet their needs, whether it is to make things happens when otherwise they will not, or to manage change to safeguard local community objectives and secure benefits from development, or to ensure that local community views and evidence are taken into account when speculative development is taking place.
Lee also leads on the preparation of local plan representations and responses to planning applications on behalf of parish and town councils. He has detailed knowledge of planning policy approaches to the provision of essential local facilities including sport, recreation, community halls, shops, town centres, health, education, allotments and cemeteries, and can help local communities to gather and present evidence to support their policies and views.
